Leaf Blower Restriction Narrowed in Sierra Madre

Sierra Madre is narrowing its definition regarding gardening tools. The City Council found harmful effects of leaf blowers to include negative impacts on the environment from noise, emission, and dust pollution.

The City Council is amending the municipal code to remove “powered gardening tools” and replace with “leaf blowers.”

The primary difference in the definition of these two terms is that a powered gardening tool includes a variety of tools used for landscape maintenance, while a leaf blower is a single tool used primarily to blow leaves, dirt and other debris off of sidewalks, driveways, lawns, or other surfaces.

This change narrows the restriction, lifting the restriction on other powered gardening tools like hedge trimmers.

It is always a community concern regarding the disturbance and hazards of leaf blowers in the neighborhood.

The restrictions apply outside the hours of 8 am to 7 pm, Monday through Saturday, and 10 am to 6 pm on Sundays and holidays. The holidays include New Year’s Day, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, and Christmas Day.

Many cities in California already have full or partial bans on leaf blowers. Often times the greatest concern with a full, outright ban of leaf blowers is the potential rise in cost of landscape maintenance, since the time needed to maintain a yard could significantly increase without leaf blowers.

Leaf blowers are considered to be a quicker and waterless way to maintain properties.

South Pasadena, who once had a full ban on leaf blowers, overturned the ban because newer models were quieter and produced fewer emissions.
